When you hear the term salary grade 2024 , think of it as the official monthly pay chart that the Philippine government uses for its employees. It’s a helpful guide for understanding how much you earn or can expect to earn based on your job. This system is used across all government offices—from local agencies to national departments. It’s simple, fair, and keeps everything organized.

What Is the Salary Grade System?

In the Philippines, the salary grade system is a standardized way to determine how much government workers get paid. There are 33 salary grades, labeled SG-1 to SG-33. SG-1 represents entry-level positions (like utility workers or admin aides), while SG-33 is the highest level reserved for the President.

Most grades—except SG-33—have eight steps. Your pay increases as you move up these steps, usually because of years of service or good performance. This system ensures that employees in the same grade are treated equally.

How the Salary Grades Work

Let’s say you’re hired as a government clerk. You might start at SG-4, Step 1. As you stay longer or do well at your job, you move to Step 2, Step 3, and so on—each step brings a small bump in your pay. This makes moving up predictable and fair.

Higher levels—like SG-11 to SG-20—are for more skilled or specialized jobs, such as teachers, nurses, or accountants. These roles come with more responsibility, reflected in higher pay.

At the top end, the highest grades go to national leaders:

SG-33: President

SG-32: Vice President, Chief Justice, Senate President, Speaker of the House

SG-31: Senators, House members, and other high offices

The 2025–2027 Pay Hike Plan

Starting January 1, 2024, the government kicked off a series of salary increases under Executive Order 64 (part of the Salary Standardization Law VI). These raises happen in four “tranches”:

2024 (retroactive)

2025

2026

2027

The 2025 tranche already took effect in January 2025. In addition to higher pay, employees also receive a ₱7,000 annual medical allowance (similar to an HMO benefit). The government budgeted around ₱70 billion for these increases as part of its 2025 national budget.

Why It Matters: Benefits for Government Workers

Fairness & Transparency
The system is clear: your grade and step define your salary. No guessing or favoritism.

Predictable Pay Growth
You can easily see how long it takes to reach the next pay step—or how much more you’ll earn when you do.

Better Talent Retention
With competitive and structured pay, the government can keep experienced workers—making public service more attractive.

Balanced Implementation in Local Areas
Local Government Units (LGUs) adjust salaries based on their capacity. Special cities pay the full standardized rate (100%), while smaller municipalities may only pay as low as 65%, depending on their class.

Who Earns What?

Here’s a quick snapshot of what different grades mean:

Grade Range Positions Included
SG-1 to SG-10 Entry-level roles: aides, utility staff
SG-11 to SG-20 Skilled roles: teachers, nurses, etc.
SG-21 to SG-29 Supervisory and mid-management roles
SG-30 to SG-33 High-level officials and leaders

This setup helps explain the salary scale—simple, fair, and well-organized.

Final Thoughts

The salary grade system in the Philippines is more than just numbers—it’s a fair, clear way to ensure government employees get paid right. By knowing your grade and step, you can track your progress and plan your finances. Plus, with ongoing raises and allowances, the system supports your well-being and recognizes your efforts. Whether you're thinking about a career in public service or already there, this structure helps you see where you stand and where you’re going.
